Numbers 17 Introduction
The twelve chiefs of the tribes are commanded to take their rods, and to write the name of each tribe upon the rod that belonged to its representative; but the name of Aaron is to be written on the rod of the tribe of Levi, Numbers 17:1-3. The rods are to be laid up before the Lord, who promises that the man's rod whom he shalt choose for priest shall blossom, Numbers 17:4, Numbers 17:5. The rods are produced and laid up before the tabernacle, Numbers 17:6, Numbers 17:7. Aaron's rod alone buds, blossoms, and bears fruit, Numbers 17:8, Numbers 17:9. It is laid up before the testimony as a token of the manner in which God had disposed of the priesthood, Numbers 17:10, Numbers 17:11. The people are greatly terrified, and are apprehensive of being destroyed, Numbers 17:12, Numbers 17:13.

In this chapter the priesthood of Aaron is further confirmed and established by the budding and blossom of his rod, as it lay among the princes of the several tribes, when theirs did not, Numbers 17:1; which rod of Aaron was ordered to be laid up before the ark, as a token against the rebels, and to put an end to all murmurings against Aaron for the future; which was accordingly done, Numbers 17:10; upon which the people expressed their fear of perishing because of their sins, Numbers 17:12.

The blossoming of Aaron’s staff
The challenge to Korah and his company to burn incense had produced results which should have proved conclusively that their overweening claim was wrong. But the congregation only murmured that Moses and Aaron had ‘killed the people of Jehovah’; and a terrible punishment had been sent them for their murmuring. But now Jehovah arranges for a proof of the superiority of the Levites to the other tribes, more conclusive, if possible, than the last. In the arrangement of the camp there were thirteen tribes, Ephraim and Manasseh (the house of Joseph) being reckoned as two. Each of the tribes was represented by a chief, who was bidden to present a staff with his name inscribed upon it. And the superiority of the tribe of Levi was proved by the blossoming of the staff of Aaron its chief.

AARON'S ROD FLOURISHES.
And the Lord spake unto Moses,.... After the plague ceased, for the further confirmation of the priesthood in Aaron's family, another method is directed to by the Lord:
saying: as follows.
God confirming Aaron’s calling by the budding and the blossoming of his rod, Numbers 17:1-9, commandeth it to be laid up for a memorial and terror to rebels, Numbers 17:10. The people being terrified thereby, seek to Moses for succour, Num 11-13.

Verse 1. - And the Lord spake. Presumably upon the same day, since the design was to prevent any recurrence of the sin and punishment described above.
Enough had been done in the chapter before to quash all pretensions of the families of the tribe of Levi that would set up in competition with Aaron, and to make it appear that Aaron was the head of the tribe; but it seems, when that matter was settled, the princes of the rest of the tribes began to murmur. If the head of a tribe must be a priest, why not the head of some other tribe than that of Levi? He that searches the heart knew this thought to be in the breast of some of them, and before it broke out into any overt act graciously anticipated it, to prevent bloodshed; and it is done by miracle in this chapter, not a miracle of wrath, as before, but of grace. I. The matter is put upon trial by the bringing of twelve rods, one for each prince, before the Lord, Nu 17:1-7. II. Upon trial, the matter is determined by the miraculous blossoming of Aaron's rod, Nu 17:8,9. III. The decision of the controversy is registered by the preservation of the rod, Nu 17:10,11. IV. The people acquiesce in it with some reluctance, Nu 17:12,13.
