The Israelites mourn because of the desolation of Benjamin, and consult the Lord, Judges 21:1-4. They inquire who of Israel had not come to this war, as they had vowed that those who would not make this a common cause should be put to death, Judges 21:5, Judges 21:6. They consult how they shall procure wives for the six hundred men who had fled to the rock Rimmon, Judges 21:7. Finding that the men of Jabesh-gilead had not come to the war, they send twelve thousand men against them, smite them, and bring off four hundred virgins, which they give for wives to those who had taken refuge in Rimmon, Judges 21:8-14. To provide for the two hundred which remained, they propose to carry off two hundred virgins of the daughters of Shiloh, who might come to the annual feast of the Lord, held at that place, Judges 21:15-22. They take this counsel, and each carries away a virgin from the feast, Judges 21:23-25.
INTRODUCTION TO Judges 21
This chapter relates how that when the Israelites calmed down, and seriously to reflect on what had passed, they were sore grieved, and much lamented the case of Benjamin, and were particularly concerned what they should do for wives for those few men that remained, that the tribe might be built up again, Judges 21:1 and for these they provided wives, partly out of Jabeshgilead, the inhabitants of which came not up to the convention at Mizpeh, and therefore they smote them, men, women, and children, only reserved four hundred virgins, whom they gave to the men of Benjamin, Judges 21:8, and partly from among the daughters of Shiloh, taken at a yearly feast there, the taking of whom was connived at, the other number not being sufficient, Judges 21:16-25.

Judges 21:1-7. Remorse of the Israelites at the extirpation of a tribe in consequence of their oath not to give their daughters in marriage to the Benjamites. Judges 21:8-15. Expedient of destroying Jabesh-Gilead to furnish wives from thence. Judges 21:16-25. As there was still an insufficient number of wives, they persuade the Benjamites to seize the virgins of Shiloh at a sacred dance.
Ch. 21. How the Benjamites were saved from extinction
The Israelites had bound themselves by oath not to intermarry with the men of Benjamin; but the tribe had been nearly annihilated in the conflict, and unless wives could be found for the survivors it would become extinct. Plow was such a disaster to be prevented without a violation of the oath? We have a double version of the way in which the problem was solved. According to one account, an excuse was found for a holy war against Jabesh-gilead, and 400 virgins were saved in the destruction of the city (Jdg 21:2-14; Jdg 21:16 a, Jdg 21:24-25 from the B narrative); according to the other, the Benjamite survivors, acting on a plan recommended by the Israelites, captured wives for themselves from the daughters of Shiloh who came to dance at the yearly festival (Jdg 21:1; Jdg 21:15-23, in the main, from A). Editorial attempts to harmonize the two narratives may be detected in Jdg 21:14; Jdg 21:16; Jdg 21:22.

Now the men of Israel had sworn - Of this oath we had not heard before; but it appears they had commenced this war with a determination to destroy the Benjamites utterly, and that if any of them escaped the sword no man should be permitted to give him his daughter to wife. By these means the remnant of the tribe must soon have been annihilated.
Now the men of Israel had sworn in Mizpeh,.... Where they were there convened, before the war began; after they had heard the account the Levite gave of the affair, which brought them thither; and after they had sent messengers to Benjamin to deliver up the men of Gibeah, that had committed the wickedness; and after they perceived that Benjamin did not hearken to their demand, but prepared to make war with them; then, as they resolved on the destruction of Gibeah, and of all the cities that sent out men against them, even all the inhabitants of them, men, women, and children, entered into an oath, that they would use those men that remained as Heathens, and not intermarry with them, as follows:
saying, there shall not any of us give his daughter unto Benjamin to wife; seeing those that used the wife of the Levite in such a base manner, and those that protected and defended them, deserved to have no wives.
