Directions concerning the different offerings they should bring unto the Lord when they should come to the land of Canaan, Numbers 15:1-3. Directions relative to the meat-offering, Numbers 15:4; to the drink-offering, Numbers 15:5. Of the burnt-offering, vow-offering, peace-offering, drink-offering, etc., Numbers 15:6-12. All born in the country must perform these rites, Numbers 15:13, and the strangers also, Numbers 15:14-16. They shall offer unto the Lord a heave-offering of the first-fruits of the land, Numbers 15:17-21. Concerning omissions through ignorance, and the sacrifices to be offered on such occasions, Numbers 15:22-29. He who sins presumptuously shall be cut off, Numbers 15:30, Numbers 15:31. History of the person who gathered sticks on the Sabbath, Numbers 15:32. He is brought to Moses and Aaron, Numbers 15:33. They put him in confinement till the mind of the Lord should be known on the case, Numbers 15:34. The Lord commands him to be stoned, Numbers 15:35. He is stoned to death, Numbers 15:36. The Israelites are commanded to make fringes to the borders of their garments, Numbers 15:37, Numbers 15:38. The end for which these fringes were to be made, that they might remember the commandments of the Lord, that they might be holy, Numbers 15:39-41.
INTRODUCTION TO Numbers 15
In this chapter the children of Israel are instructed about the meat offerings and drink offerings, and the quantities of them, which were always to go along with their burnt offerings and peace offerings they should offer when they came into the land of Canaan, Numbers 15:1; and they are told that the same laws and ordinances would be binding equally on them that were of the country, and on the strangers in it, Numbers 15:13; and an order is given them to offer a cake of the first dough for an heave offering, Numbers 15:17; and they are directed what sacrifices to offer for sins of ignorance, both of the congregation and particular persons, Numbers 14:22; but as for presumptuous sinners, they were to be cut off, Numbers 14:30; and an instance is recorded of stoning a sabbath breaker, Numbers 14:32; and the chapter is concluded with a law for wearing fringes on the borders of their garments, the use of which is expressed, Numbers 14:35.

(1, 2) And the Lord spake unto Moses, saying . . . —We learn from Deuteronomy 1:46 that the Israelites “abode in Kadesh many days,” and from Deuteronomy 2:1 that afterwards they “turned,” in obedience to the command given in the preceding chapter of this book, and “took their journey into the wilderness by the way of the Red Sea.” It appears, further, from Numbers 20:1 that in the first month of the fortieth year they came again into the desert of Zin, and “abode in Kadesh.” In regard to the transactions recorded in this and in the four following chapters we have no certain chronological data. The fact that additional laws were given during the long period of the wanderings in the wilderness furnished a practical proof of the continuance of the covenant which had been made with Israel at Sinai. Bishop Wordsworth supplies the following answer to the inquiry how the Israelites were able to find a sufficient quantity of cattle and of birds in the wilderness to fulfil the requirements of the Levitical law:—“God,” he writes, “promulgated that law on Mount Sinai in order that it might be observed in Canaan; and when he gave it, the Israelites had not as yet incurred the sentence of exclusion, and they might—and if they had not been disobedient, they would—have been in Canaan within a fortnight of its delivery. The Levitical law was given under the presumption that they would obey Him who gave it, and that they would be soon afterwards in Canaan, when they would be able to comply with that law. (Comp. Deuteronomy 4:14.) But they murmured against God at Kadesh-barnea, and thus they forfeited His favour—they, as it were, excommunicated themselves. They forfeited the privileges of obedience. They had kept one Passover at Mount Sinai, but there is no evidence that they were ever permitted to keep another Passover during the whole term of their wanderings. They themselves felt and acted as men under a ban; they did not even administer circumcision in the wilderness, nor until they were admitted into Canaan under Joshua; then—but not till then—they were again allowed to eat the Passover.” The words which follow were evidently addressed to those of the Israelites who were under twenty years of age at the time of the exodus.

The chapter contains a miscellaneous collection of priestly laws on five different subjects:
(a) Numbers 15:1-16. The proper meal-offerings and libations which should accompany burnt- and peace-offerings.
(b) Numbers 15:17-21. The contribution of the ‘first of ‘arîsôth.’
(c) Numbers 15:22-31. Propitiatory offerings for inadvertent transgressions.
(d) Numbers 15:32-36. The penalty for working on the Sabbath.
(e) Numbers 15:37-41. The tassels to be worn at the corners of garments.
