2. 無政府状態が争う支配者たちを生み、それぞれの治世を短くする。
しかし一人の人によって……延ばされる――「理解ある人――すなわち良い支配者――によって。正しいことを知る者、あるいは正しいことを重んじる者、すなわち良い市民が（自分の）日を延ばす」。良い支配者は民にとって祝福である。悪に対する刑罰としての悪政が、善なる者への祝福としての善政と対照される。
