The people are exhorted to forsake idolatry, which is threatened with severe judgments, Hosea 2:1-13. God allureth them with promises of reconciliation, Hosea 2:14-23.
In the two last verses of the former chapter, the prophet did from God promise marvellous mercy to Judah and Israel, to that remnant of the seed of Abraham who returned out of captivity, and to the converted Gentiles; now in this verse he calls upon them to acknowledge the mercy, and to excite one another to mutual love and esteem.
Say; declare, own, or publish.
Ye; who of no people are made a people, who were once unpitied and unregarded, but now have obtained mercy; you that are the sons of the living God, whether Jews or Gentiles. You Christians, as the apostle applies the words, Romans 9:24,25; and so in the ant, type no doubt they are to be understood; but in the letter and type, the persons here mentioned are those who among this people were pious, feared God, and kept his law; some such there were among them.
Unto your brethren; to those of the ten tribes who are, and will be these forty years, your brethren.
Ammi; let them know that yet they are the people of God, and repentance may remedy all; they are still within the covenant of their father Abraham; if they will, as their father. walk with God, all shall be well.
And to your sisters, Ruhamah: in a decorum, to (what before was made an emblem of Israel) the prophet’s daughter, Lo-ruhamah, some are here directed to reason (as it is Hosea 2:2) with her, i.e. with Israel, whose name is yet Ruhamah, and it may be so still, if Israel will retain it by returning to God.
To confirm the certainty of this most joyful turn of events, the promise closes with the summons in Hosea 2; Hosea 1:1-11: “ Say ye to your brethren: My people; and to your sisters, Favoured.” The prophet “sees the favoured nation of the Lord (in spirit) before him, and calls upon its members to accost one another joyfully with the new name which had been given to them by God” (Hengstenberg). The promise attaches itself in form to the names of the children of the prophet. As their names of ill omen proclaimed the judgment of rejection, so is the salvation which awaits the nation in the future announced to it here by a simple alteration of the names into their opposite through the omission of the לא .
So far as the fulfilment of this prophecy is concerned, the fact that the patriarchal promise of the innumerable multiplication of Israel is to be realized through the pardon and restoration of Israel, as the nation of the living God, shows clearly enough that we are not to look for this in the return of the ten tribes from captivity to Palestine, their native land. Even apart from the fact, that the historical books of the Bible (Ezra, Nehemiah, and Esther) simply mention the return of a portion of the tribes of Judah and Benjamin, along with the priests and Levites, under Zerubbabel and Ezra, and that the numbers of the ten tribes, who may have attached themselves to the Judaeans on their return, or who returned to Galilee afterwards as years rolled by, formed but a very small fraction of the number that had been carried away (compare the remarks on 2 Kings 17:24); the attachment of these few to Judah could not properly be called a union of the sons of Israel and of the sons of Judah, and still less was it a fulfilment of the word, “They appoint themselves one head.” As the union of Israel with Judah is to be effected through their gathering together under one head, under Jehovah their God and under David their king, this fulfilment falls within the Messianic times, and hitherto has only been realized in very small beginnings, which furnish a pledge of their complete fulfilment in the last times, when the hardening of Israel will cease, and all Israel be converted to Christ (Romans 11:25-26). It is by no means difficult to bring the application, which is made of our prophecy in 1 Peter 2:10 and Romans 9:25-26, into harmony with this. When Peter quotes the words of this prophecy in his first epistle, which nearly all modern commentators justly suppose to have been written to Gentile Christians, and when Paul quotes the very same words (Hosea 2:1, with Hosea 1:10) as proofs of the calling of the Gentiles to be the children of God in Christ; this is not merely an application to the Gentiles of what is affirmed of Israel, or simply the clothing of their thoughts in Old Testament words, as Huther and Wiesinger suppose, but an argument based upon the fundamental thought of this prophecy. Through its apostasy from God, Israel had become like the Gentiles, and had fallen from the covenant of grace with the Lord. Consequently, the re-adoption of the Israelites as children of God was a practical proof that God had also adopted the Gentile world as His children. “Because God had promised to adopt the children of Israel again, He must adopt the Gentiles also. Otherwise this resolution would rest upon mere caprice, which cannot be thought of in God” (Hengstenberg). Moreover, although membership in the nation of the Old Testament covenant rested primarily upon lineal descent, it was by no means exclusively confined to this; but, from the very first, Gentiles also were received into the citizenship of Israel and the congregation of Jehovah through the rite of circumcision, and could even participate in the covenant mercies, namely, in the passover as a covenant meal (Exodus 12:14). There was in this an indirect practical prophecy of the eventual reception of the whole of the Gentile world into the kingdom of God, when it should attain through Christ to faith in the living God. Even through their adoption into the congregation of Jehovah by means of circumcision, believing Gentiles were exalted into children of Abraham, and received a share in the promises made to the fathers. And accordingly the innumerable multiplication of the children of Israel, predicted in Romans 9:10, is not to be restricted to the actual multiplication of the descendants of the Israelites now banished into exile; but the fulfilment of the promise must also include the incorporation of believing Gentiles into the congregation of the Lord (Isaiah 44:5). This incorporation commenced with the preaching of the gospel among the Gentiles by the apostles; it has continued through all the centuries in which the church has been spreading in the world; and it will receive its final accomplishment when the fulness of the Gentiles shall enter into the kingdom of God. And as the number of the children of Israel is thus continually increased, this multiplication will be complete when the descendants of the children of Israel, who are still hardened in their hearts, shall turn to Jesus Christ as their Messiah and Redeemer (Romans 11:25-26).

Say ye …] Now that the storm-cloud has rolled away, those names of baleful import Lo-ammi and Lo-ruhamah have ceased to be admissible, and are altered into the direct opposites. The verse is best understood as the conclusion of chap. 2, just as ‘Call his name Lo-ammi’, &c. ought to form the conclusion of chap. 1. The persons addressed are perhaps the disciples of the prophet, who are directed to communicate the joyful news summed up in the names Ammi (‘my people’) and Ruhamah (‘she hath found compassion’) to the whole nation.
2–23, Hosea 1:10-11, Hosea 2:1. Hosea’s first discourse, slightly obscured by the dislocation of some of its verses (see above on Hosea 1:10-11). The prophet sets forth in more intelligible language what he has already suggested rather enigmatically. The finest part of the chapter is from Hosea 2:14 to Hosea 2:23, where Hosea shows how Israel will emerge purified from her captivity, and enjoy the love and favour of her Divine Bridegroom.
Hosea 2:1-2. Say to your brethren — Many interpreters consider this verse as being connected with the preceding chapter, thus: When that general restoration of the Jewish nation shall take place, you may change your language in speaking to those of your brethren and sisters whom I had before disowned, and you may call them Ammi, my people, and Ruhamah, she that hath obtained mercy. The prophet alludes to the 6th and 9th verses of the preceding chapter. Other expositors, however, with more apparent reason, consider this verse as connected with the following words, and translate it thus: “Ye that are my people, and have obtained mercy, speak to your brethren and sisters, and plead with your mother,” &c. “Although the Israelites, in the days of Hosea, were in general corrupt, and addicted to idolatry; yet there were among them, in the worst times, some who had not bowed the knee to Baal. These were always Ammi and Ruhamah; God’s own people, and a darling daughter. God commissions these faithful few to admonish the inhabitants of the land in general, of the dreadful judgments that would be brought upon them by the gross idolatry of the Jewish Church and nation;” and to reprove, and use their best endeavours to reform that general corruption which the nation had contracted by its idolatry; whereby the people had broken the covenant God had made with them, and had caused a separation, or divorce, between him and them. Let her therefore put away her whoredoms, &c. — Let her leave off her idolatries. These are often expressed in the Scriptures by the fondness and caresses which pass between unchaste lovers.
Hosea 2:1. Say ye, &c.— Several intepreters join this verse with the foregoing chapter. "When the great day of Jezreel, or the restoration of the Jews, shall be accomplished, you may alter your manner of speaking to those of your brethren and sisters whom I had before disavowed, and you may call them עמי Ammi, or my people; and רחמה Ruhamah, or she that hath obtained mercy. Say unto your brethren, Ammi — Besides the public preaching of this gracious promise, Hosea 1:10 , "There it shall be said unto them," …, charge is here given that this be the subject of their more private discourse also: and that they that fear the Lord speak often one to another, We that were not a people, are now a people: we that had not obtained mercy, have now obtained mercy. Iubet per prophetam ne haec vox in ecclesia taceatur (Mercer). God commands by the prophet that these sweet words, Ammi, Ruhamah, be tossed and spoken of at every friendly meeting; I will not leave you fatherless: in me the fatherless findeth mercy: I will never leave thee, I will not, not, not forsake thee ( ουδε, ου μη , Hebrews 13:5 ): so many "nots" there are in the original for more assurance. God would have such precious passages as these to be rehearsed (even in the "places of drawing water," Judges 5:11 , where the maids met to fetch water, or do other ordinary chars) for mutual encouragement, and for the praise of his name. Oh, the matchless mercy of our God! Oh, the never enough adored depth of his free grace! who would not fear thee, O King of nations! Jeremiah 10:7 ; who would not be telling of thy goodness in the morning, and of thy faithfulness every night? Read that triumphant Psalms 114:1-8 , and be you ever chanting out (as they of old at their daily employments), aliquid Davidicum; so building up one another with psalms and hymns and spiritual songs. Think but on these two words in the text, and you cannot want matter. Is it nothing to be in covenant with God, and to be under mercy? Oh, blessed are the people "that have the Lord for their God," saith David, Psalms 144:15 . "But I obtained mercy," saith Paul, 1 Timothy 1:16 , and that was his μεγαλαυχημα , his confident boasting, wherever he came, being a constant preacher of God’s free grace: (as was likewise Augustine, which makes him hardly censured by the Semipelagian Papists and Arminians as an enemy to nature, because so high a friend to grace). Neither is he forgetful to tell his Ephesians and others to whom he writeth, that they were once dead in sins and trespasses, but now "quickened together with Christ," … They were foreigners, but now fellow citizens with saints: they were darkness, but now light in the the Lord, and should therefore "walk as children of light," Ephesians 5:8 , and talk of his praises, who had drawn them out of dreadful darkness into marvellous light. Come, saith David, and I will tell you what God hath done for my soul, Psalms 66:16 . The Lord hath done great things for us, saith the Church, whereat we are glad, Psalms 126:3 . He which is mighty hath done to me great things: and holy is his name, saith the blessed Virgin, Luke 1:49 . Say ye unto your brethren, Ammi, and to your sisters, Ruhamah. Say it, say it, to brethren and to sisters, upon every opportunity, and with the utmost importunity, that it may take impression upon their spirits, and not be as a seal set upon the water, nor as rain falling upon a rock that leaves no sign behind it. The Grecians being delivered out of servitude by Flaminius, the Roman general, rang out Soter, Soter, that is, Saviour, Saviour, with such a courage, that the very birds of the air, astonished thereat, fell to the earth. The people of Israel gave such a loud shout at the return of the ark, that the earth rang again. A drowning man, being pulled out of the water by Alphonsus, king of Aragon, and rescued from so great a death, cried out (as soon as he came again to himself) by way of thankfulness, Aragon, Aragon. Let us cry as loud Ammi, Ruhamah, hitherto God hath helped us, 1 Samuel 7:12 , who were lately (with those Israelites in the wilderness) talking of our graves. Say therefore with the Psalmist, "Because thou hast delivered my soul from death, mine eyes from tears, my feet from falling, I will walk before the Lord in the land of the living," …, Psalms 116:8 .

III. 그들은 그가 자기 은인이신 하나님께 저지른 참혹한 배은을 꾸짖어야 한다. 곧 그분이 주신 선물의 영광을 제 우상에게 돌리고, 그것을 구실 삼아 오직 그분께만 돌릴 경배를 그 우상들에게 바친 일이다(호 2:5). 여기서 그는 참으로 부끄러운 일을 행하였으니, 내가 내 연인들을 따라가리니 그들이 내 떡과 내 물을 준다 하였다는 것이다. 여기서 이런 것을 살펴보라. 1. 우상숭배를 고집하겠다는 그 악한 결심이다. 하나님이 선지자들을 통하여서도 섭리를 통하여서도 그것에서 떼어 놓으려고 온갖 말씀을 하셨는데도 그러하였다. 그가 말하였다. 무슨 말을 들이대든 내가 내 연인들을 따라가리라, 곧 나로 하여금 사랑하게 만드는 자들, 내가 사랑하지 않을 수 없는 자들을 따라가리라는 것이다. 갈대아역은 이것을 이스라엘이 그 동맹을 구하고 의지하며 필요한 것을 공급받던 이방들로 본다. 그러나 오히려 그들이 섬기던 우상으로 보아야 하니, 그것을 사랑하는 것을 정당화하려고 그것을 자기 연인이라 불렀다는 것이다. 누가 부끄러운 일을 행하는지 보라. 죄에 고집스럽고 완강한 자들, 그리고 죄를 계속 짓겠다는 제 결심을 드러내 놓고 고백하며 인정하는 자들이다. 우상숭배자의 어리석음을 보라. 목숨조차 없는 것들을 제 연인이라 부른다. 그러나 우리는 우리 하나님을 우리의 연인이라 부르기를 배우자. 그분을 좋게 여기는 마음을 품고, 그분과 그분의 사랑 안에 우리가 가진 몫을 높이 여기자. 2. 이 결심이 딛고 선 큰 잘못이다. "내가 내 연인들을 따라가리니, 그들이 몸을 지탱하는 데 꼭 필요한 내 떡과 내 물을 주고, 몸을 입히는 데 꼭 필요한 내 양털과 내 삼을 주며, 즐거운 것들 곧 내 기름과 내 마실 것 곧 내 음료를(원문이 그러하다) 포도주와 독주를 주기 때문이다." 여기서 배운다. (1.) 육신에 매인 마음에게는 감각의 것들이 가장 좋은 것이요 가장 힘 있게 끌어당기는 것이라, 그것을 좇을 때에는 무엇을 따라가든 아랑곳하지 않는다. 이스라엘의 하나님은 그들 앞에 자기 율례와 규례를 두셨고(신 4:8) 그것은 금보다 더 사모할 것이요 꿀보다 더 단 것이었으며(시 119:10), 그들의 마음에 곡식과 새 포도주가 풍성할 때보다 더 큰 기쁨을 두시겠다고 그 은총을 약속하셨다(시 4:7). 그러나 그들은 이런 것들에 아무 맛도 느끼지 못하였다. 제 기름과 마실 것이 어디서 온다고 여겼든 거기에 자기 가장 큰 사랑을 되돌려 주려 하였다. 땅으로 굽어 하늘의 것에는 텅 빈 마음들이여! (2.) 감각의 즐거움과 기쁨을 좇느라 하나님을 저버리는 것은 그분께 크나큰 배은이요 해악이다. 그분은 우리에게 더 좋은 것을 주실 뿐 아니라 바로 그런 것들까지 주시는 분이기 때문이다. 우상숭배자들은 케레스(Ceres)를 곡식의 여신으로, 바쿠스(Bacchus)를 포도주의 신으로 삼고, 그러고는 어리석게도 제 곡식과 포도주를 그들에게서 받는다고 여겼다. 그 좋은 땅을 그들에게 주시고 거기서 재물 얻을 능력을 주신 그들의 하나님 여호와는 잊어버린 것이다. (3.) 많은 이가 세상의 형통 때문에 죄에 더 굳어진다. 그들이 제 우상을 섬길 때 넉넉히 가졌으므로 그것을 제 우상이 준 것으로 여겼고, 그것이 그들을 그 섬김에 붙들어 매었다. 그들이 이렇게 따진 것이다(렘 44:17,18). 우리가 하늘 여신에게 분향할 때에는 먹을 것이 넉넉하였다.
IV. 그들은 그가 회개하고 돌이키도록 설득해야 한다. 그가 그 음란을 고집하면 하나님이 그를 부인하실 것이다. 그러므로 그 음란을 버리게 하라(호 2:2). 그가 돌이키는 것이 가능함을 깨닫게 하라. 우상이 아무리 아까워도 떠나보낼 수 있으며, 그가 돌이키기만 하면 반드시 그에게 좋을 것이다. 여기서 배운다. 우리가 죄인과 다투는 것은 그를 회개로 몰아가려는 것이지 절망으로 몰아가려는 것이 아니다. 그로 하여금 그 음란과 그 간음을 버리게 하라. 같은 뜻의 말을 겹친 것, 그것도 둘 다 복수인 것은 그들이 저지른 우상숭배가 많았음을 나타내며, 하나님이 그들과 화목하시기 전에 그것을 다 버려야 하였음을 나타낸다. 그것을 그 눈앞에서 치우게 하라. 차마 볼 수 없는 가증한 것으로 여겨 그것들에게 물러가라 하게 하라(사 30:22). 그것을 그 얼굴에서, 그리고 그 품 사이에서 치우게 하라. 곧 창녀들이 흔히 하듯 얼굴에 분칠하고 가슴을 드러내어 꾸밈으로써 제 악한 마음을 드러내고 남을 악으로 꾀는 짓을 하지 말게 하라는 것이다. 그러니 우상숭배에 온갖 화려함과 쾌락을 붙여 스스로 거기 매이고 남까지 꾀는 짓을 하지 말게 하라. 이 모든 것을 버리게 하라. 고집스럽게 이어 가는 죄된 길은 다 하나님을 떠나는 간음이다. 그리고 여기서 우리는 그것을 참으로 뉘우치고 돌이키는 것이 무엇인지 볼 수 있다. 1. 참으로 뉘우치는 자는 드러난 죄만이 아니라 감춰진 죄도 버릴 것이니, 눈에 보이는 음란만이 아니라 그 품 사이에 놓인 음란, 곧 혀 밑에 단 것처럼 굴리는 그 죄도 버릴 것이다. 2. 그들은 죄의 겉으로 드러난 기회를 피하는 동시에 그것을 향한 속마음의 기울기도 죽일 것이다. 우상숭배자들은 제 눈이 이끄는 대로 걸어 그 눈이 우상을 따라 음행하였다(겔 6:9, 신 4:19). 그러므로 그것을 눈앞에서 치워야 하였으니, 그것을 섬기려는 유혹을 받지 않으려는 것이다. 포도주가 붉을 때에 그것을 보지 말라 하였다. 그러나 그것으로는 넉넉하지 않다. 도끼를 뿌리에 두어야 한다. 마음의 부패한 기울기와 성향이 바뀌어야 하며, 그것을 품 사이에서 치워 오직 그리스도만 거기 가장 안쪽 가장 높은 자리를 차지하시게 해야 한다(아 1:13이 그러하다).
V. 그들은 그가 회개하고 돌이키지 않으면 그 죄의 끝에 반드시 올 온전한 멸망을 그에게 보여 주어야 한다(호 2:3). 그가 벌거벗음을 내가 드러낼까 하노라. 이것은 그에게 내려진 선고로서가 아니라 그것을 막을 수 있도록 주어진 경고로서 여기 나온다. 그 음란을 버리게 하라, 그리하면 내가 그를 벌거벗기지 아니하리라(그렇게 읽을 수도 있다). 이는 하나님이 죄인들에게 긍휼을 베푸시려고 기다리고 계심을, 다만 그들이 그 긍휼에 자기를 알맞게 하기만 하면 된다는 것을 넌지시 이른다. 여기 이렇게 위협하신다. 의롭고 질투하는 남편이, 제 집을 남의 씨로 채우고도 돌이키지 않는 간음한 아내를 마침내 다루듯이 하나님이 그를 다루시리라는 것이다. 그는 그 아내와 그 자식들을 문밖으로 내쫓아 빌어먹게 한다. 내가 그 자녀를 긍휼히 여기지 아니하리라(호 2:4). 나라의 재앙을 함께 지는 낱낱의 사람들과 다음 세대가 그 때문에 망할 것이니, 그들이 음란한 자식이요 조상에게서 물려받은 헛된 행실을 그대로 이어 가기 때문이다. 이제 여기서 그들이 벌거벗겨지고 굶주리게 되리라고 위협하신다. 그들은 제 우상이 제 떡과 제 물, 제 양털과 제 삼을 준다고 여겼으나, 하나님이 그것들을 거두어 가심으로 그것을 주신 이가 그분이심을 알게 하실 것이다. 1. 그가 벌거벗겨질 것이다. 내가 그를 벗기리니, 그가 자랑하고 그것으로 제 연인들을 꾀던 온갖 장식을 벗기고, 그를 벗겨 그가 난 날과 같이 두어, 세상에 들어올 때처럼 벌거벗은 채로 세상에서 내보내실 것이다. 죽음이 하는 일이 그러하다(욥 1:21). 내가 그를 벗기리라 하시니, 그리하여 그를 추위에 내놓고 수치에 내놓으실 것이다. 부끄러운 일을 행한 자가 수치에 내놓이는 것은 참으로 마땅하다(호 2:5). 하나님이 그들을 애굽에서 이끌어 내신 그날, 곧 거기서 그들이 종이요 거지나 다름없던 데서 이끌어 내신 그날이 그들이 난 날이었다. 그리고 하나님은 그분이 그때 그들을 만나신 것과 같은 낮고 비참한 처지로 그들을 되돌려 놓겠다고 위협하신다. 그들이 이웃들 사이에서 존경을 얻게 하거나 멸시를 막아 주던 것은 무엇이든 다 빼앗길 것이다(겔 16:4,39을 보라). 2. 그가 굶주릴 것이다. 그 영예만이 아니라 그 위로와 살아갈 밑천까지 빼앗길 것이다. 그가 주려 광야같이, 마른 땅같이 되고 목말라 죽게 될 것이다. 제 연인들이 주었다는 제 떡과 물, 제 기름과 마실 것을 그토록 자랑하던 그가 목숨을 이을 양식조차 얻지 못할 것이다. 하늘에서 비가 없어 그 땅이 사는 이들을 먹이지 못하거나, 먹인다 하여도 원수에게 빼앗겨 마땅한 임자가 그것이 없어 죽게 될 것이다. 더러는 이것을 이렇게 본다. 내가 그를 그가 광야에 있던 때와 같이 만들고 마른 땅에 있던 때와 같이 두겠다는 것이니, 거기서 그가 때때로 목말라 죽을 뻔하였기 때문이다. 그렇게 보면 호 2:3의 앞부분이 풀린다. 내가 그를 그가 난 날과 같이 두리라 하신 것은, 이스라엘이 처음으로 한 백성을 이룬 곳이 저 크고 광막한 광야였기 때문이다. 그들은 광야에서 시체가 엎드러진 그 조상들만큼이나 딱한 처지가 될 것이며, 이 점에서는 더 나쁠 것이다. 그때는 자식들이 약속의 땅을 이어받도록 남겨졌으나, 이제는 그들의 어머니가 창녀 노릇을 하였으므로 내가 그 자녀를 긍휼히 여기지 아니하리라 하시기 때문이다.
