이 시편에는 표제가 없으며, 누가 어떤 때에 지었는지도 확인할 수 없다. 칠십인역과 라틴어 불가타의 표제는 "할렐루야. 학개와 스가랴의 시"이다. 그러나 이 표제에는 권위 있는 근거가 없고, 어떻게 앞에 붙게 되었는지도 알려져 있지 않다. 아랍어 역본에도 같은 표제가 나온다. 시리아어 역본은 표제를 더욱 상세히 적는다. "바벨론 포로 생활에서 올라온 선지자 학개와 스가랴가 제사장들의 아침 사역에 관하여 말한 것"이라는 표제인데, 곧 그들의 아침 예배에서 사용하도록 지은 것이라는 뜻이다. 따라서 전승은 이 시가 이 두 선지자의 작품이라고 보는 듯하다. 이 시편이 학개와 스가랴 시대에 속했을 가능성은 분명히 있으며, 시편 안에도 그러한 추정과 모순되는 것은 전혀 없다. 다만 실제로 그러하다는 적극적인 증거는 없다. 시편의 이 부분인 시편 146-150편은 모두 같은 방식으로 할렐루야로 시작하고 끝난다. 이 시편들은 모두 한 집단에 속하며 같은 때와 관련된 듯하다. 이 시편들이 예루살렘 성벽의 완공과 성전 건축의 마침을 기념하기 위한 연작을 이룬다고 보는 것도 충분히 가능하다. 실제로 그러한 사건에 매우 적합한 시편들이다.
이 시편은 어느 때든 사용할 수 있는 일반적인 찬양시로서, 하나님의 성품과 사람들을 대하시는 방식을 묵상할 때 적절히 떠오르는 생각들을 담고 있다. 그 주제는 하나님을 신뢰하는 복됨, 그렇게 하는 이들의 안전, 방백들을 의지할 때 얻는 어떤 확신과 평안보다도 이 신뢰와 평안이 우월하다는 사실이다. 또한 억눌린 자, 굶주린 자, 갇힌 자, 눈먼 자, 굽은 자, 의인, 나그네, 고아와 과부를 위하여 자비롭게 개입하시는 하나님의 행위는 그분을 신뢰하는 것이 안전하다는 증거를 제공한다. 따라서 이 시편은 다음 부분들로 이루어진다.
I. 하나님을 찬양하려는 뜻의 표현, 곧 찬양의 대상이신 하나님, 시편 146:1-2.
II. 모든 사람은 죽을 수밖에 있으므로, 방백들이라 할지라도 사람을 의지해서는 안 된다는 교훈, 시편 146:3-4.
III. 우리가 의지할 수 있는 유일한 분은 하나님이시라는 사실, 시편 146:5-9.

감사로 충만한 시편 기자는 영원히 하나님을 찬양하기로 뜻을 세운다(시편 146:1–2). 그는 사람을, 심지어 가장 권세 있는 사람조차 의지하지 말라고 권면하고 그 이유를 제시한다(시편 146:3–4). 하나님을 의지할 때 얻는 큰 유익을 말하며(시편 146:5), 하나님을 의지하는 이들이 기대할 수 있는 자비를 밝힌다(시편 146:6–9). 하나님의 통치는 영원하다(시편 146:10).

INTRODUCTION TO Psalm 146
This psalm is entitled by the Septuagint, Vulgate Latin, Ethiopic, and Arabic versions, "hallelujah", of Haggai and Zechariah; and by Apollinarius, the common hymn of them: and the Syriac inscription is still more expressive,
"it was said by Haggai and Zechariah, prophets, who came up with the captivity out of Babylon.''
Theodoret says this title was in some Greek copies in his time; but was not in the Septuagint, in the Hexapla: nor is it in any other Greek interpreters, nor in the Hebrew text, nor in the Targum; though some Jewish commentators, as R. Obadiah, take it to be an exhortation to the captives in Babylon to praise the Lord: and Kimchi interprets it of their present captivity and deliverance from it; and observes, that the psalmist seeing, by the Holy Spirit, the gathering of the captives, said this with respect to Israel; and so refers it to the times of the Messiah, as does also Jarchi, especially the Psalm 146:10; and which, though they make it to serve an hypothesis of their own, concerning their vainly expected Messiah; yet it is most true, that the psalm is concerning the Messiah and his kingdom, to whom all the characters and descriptions given agree.

This liturgical hymn, beginning and ending with the familiar “Hallelujah,” is the first of the series of five which are sometimes called the “Greek”—in distinction to the “Egyptian”—Hallel. It was evidently composed for a time of great national depression, when the community, sick of dependence on the favour of foreign princes, turned more and more to the thought of the eternal righteousness and faithfulness of Jehovah.
The recurrence in a slightly changed form of Psalm 146:4 in 1 Maccabees 2:63 shows that the psalm was in existence when that book was written, and also serves to confirm the impression that it belongs to the Maccabæan age. The rhythm is varied.
This Psalm is “the praise of Jehovah as the one true Helper.” Israel is warned against putting its trust in men, however powerful they may seem for the moment to be—a warning demanded perhaps by the particular circumstances and tendencies of the time—and reminded of the privileges it enjoys in the guardianship of Jehovah, the celebration of Whose power, beneficence, and eternal dominion forms the main subject of the Psalm.
It is the first of the five ‘Hallelujah Psalms’ with which the Psalter ends, and it has several points of contact with Psalms 145[88].

To this and the three following Psalms (145–148 of LXX = 146–148 of Heb., 147 being divided), the LXX prefixes the title of Haggai and Zechariah, as it does to Psalms 138. Whether this title represents some tradition, or was simply a conjecture from the use of these Psalms in the services of the Second Temple, is quite uncertain. They can however hardly be earlier than the time of Nehemiah, to the circumstances of which Psalms 147, vv3, 4 of this Psalm may refer.
The use of Psalms 146-150 in the daily Morning Service of the Synagogue is of great antiquity, though not, according to Dr Schiller-Szinessy, so ancient as that of Psalms 145.
