Samuel, grown old, testifies his integrity before the people, which they confirm, 1 Samuel 12:1-5. He reproves them for their ingratitude and disobedience; and gives a summary of the history of their fathers, 1 Samuel 12:6-12. He exhorts them to future obedience, and calls for a sign from heaven to confirm his authority, and to show them their disobedience: God sends an extraordinary thunder and rain, 1 Samuel 12:13-19. He warns them against idolatry, and exhorts to obedience, and promises to intercede for them, 1 Samuel 12:20-23. Sums up their duty, and concludes with a solemn warning, 1 Samuel 12:24, 1 Samuel 12:25.
INTRODUCTION TO FIRST SAMUEL 12
In this chapter Samuel, resigning the government to Saul, asserts the integrity with which he had performed his office, and calls upon the people of Israel to attest it, who did, 1 Samuel 12:1, he then reminds them of the great and good things the Lord had done for them in times past, 1 Samuel 12:6 and whereas they had desired a king, and one was given them, it was their interest to fear and serve the Lord; if not, his hand would be against them, 1 Samuel 12:10 he terrifies them by calling for thunder in an unusual time, 1 Samuel 12:16 and then comforts and encourages them, that in doing their duty God would be with them, and not forsake them, otherwise they might expect nothing but ruin and destruction, 1 Samuel 12:20.

(1Samuel 12:1-25) Samuel’s Defence of his past Career—He Rehearses the Story of Israel, and shows, in asking for an earthly King, how ungrateful the People are to the Heavenly King—The Miraculous Sign—Samuel urges them to be Loyal to God under their new Government.
Ch. 1 Samuel 12:1-25. Samuel’s farewell address to the people
The assembly at Gilgal marks an important epoch in Jewish history. It ratified the work of the assembly at Mizpah, finally closed the period of the Judges, and formally inaugurated the New Monarchy. Samuel, though he was still to retain his influence and authority as Prophet, now resigned his office as Judge, and in doing so delivered a solemn address to the assembled people.
(a) He challenges them to impeach his official purity (1 Samuel 12:1-3), and is answered by the unanimous confirmation of his integrity (1 Samuel 12:4-5). (b) Recalling Jehovah’s past mercies, he upbraids them with unbelief and ingratitude in demanding a king (1 Samuel 12:6-12). (c) And now their future depends upon their bearing towards Jehovah, in confirmation of which he appeals to a miraculous sign (1 Samuel 12:13-18). (d) Finally Samuel consoles the terrified people (1 Samuel 12:19), by assuring them of Jehovah’s faithfulness 1 Samuel 12 :, and his own continued intercession (1 Samuel 12:23), and concludes with a reiterated warning (1 Samuel 12:24-25).

SAMUEL TESTIFIES HIS INTEGRITY.
1-4. Samuel said unto all Israel--This public address was made after the solemn re-instalment of Saul, and before the convention at Gilgal separated. Samuel, having challenged a review of his public life, received a unanimous testimony to the unsullied honor of his personal character, as well as the justice and integrity of his public administration.
And Samuel said - It is very likely that it was at this public meeting Samuel delivered the following address; no other time seems to be given for it, and this is the most proper that could be chosen.
And Samuel said unto all Israel,.... When assembled at Gilgal, after they had recognized Saul as their king, and he was established in the kingdom, and while in the midst of their mirth and joy:
behold, I have hearkened unto your voice in all that ye have said unto me; respecting the affair of a king, to which it must be limited, as appears by what follows; otherwise it is possible, in some things they might apply to him about, he did not think fit to hearken to them, and grant their request, or speak for them:
and have made a king over you; that is, had by the direction and appointment of God chosen one by lot, anointed and declared him king; for it was the Lord alone, that, properly speaking, made him a king.
We left the general assembly of the states together, in the close of the foregoing chapter; in this chapter we have Samuel's speech to them, when he resigned the government into the hands of Saul, in which, I. He clears himself from all suspicion or imputation of mismanagement, while the administration was in his hands, 1Sa 12:1-5. II. He reminds them of the great things God had done for them and for their fathers, 1Sa 12:6-13. III. He sets before them good and evil, the blessing and the curse, 1Sa 12:14,15. IV. He awakens them to regard what he said to them, by calling to God for thunder, 1Sa 12:16-19. V. He encourages them with hopes that all should be well, 1Sa 12:20-25. This is his farewell sermon to that august assembly and Saul's coronation sermon.
