시민 정부는 하나님의 규례이니, 그분이 악을 행하는 자들을 벌하고 선을 행하는 자들을 칭찬하기 위하여 세우신 것이다. 또한 그들이 명하는 모든 합법적인 일에서 우리는 주 안에서 복종을 드려야 하니, 진노 때문만이 아니라 양심을 위하여서도 그리하여야 한다. 또한 우리는 왕들과 권세 있는 모든 자를 위하여 간구와 기도를 드려야 하니, 이는 그들 아래에서 우리가 모든 경건함과 단정함으로 조용하고 평안한 생활을 하게 하려 함이다.
주(註): 이 나라의 최고 위정자는 (지금 세워진) 왕과 의회임을 우리는 인정하니, 이들은 나라가 자유로이 선택한 자들이다. 또한 우리는 그들이 제정한, 공동체의 유익을 위한 모든 시민 법과 시민 관리를 지지하고 옹호하여야 한다. 그리고 우리는 감사함으로 인정하노니, 하나님이 이 현 왕과 의회를 존귀하게 하사 우리 위에 행하던 그 압제와 폭정으로 인하여 — 이로 말미암아 이 나라가 오래 신음하였거니와 — 고위 성직 위계 제도를 무너뜨리게 하셨으니, 이로 인하여 우리는 영원히 하나님을 송축하고 그들을 존중할 책무가 있다. 그리고 하나님께 드리는 예배에 관하여는, 구원하고 멸하실 수 있는 입법자는 오직 한 분이시니(약 4:12), 곧 예수 그리스도이시다. 그분은 자기 예배를 위하여 자기 말씀 안에 충분한 법과 규칙을 주셨으니, 누구든지 거기에 더 만들고자 하면 이는 그리스도께서 자기 집을 위하여 충분한 법을 또는 충분히 선한 법을 만들지 아니하셨다고 하여 그분을 지혜의 부족함이나 신실하심의 부족함, 또는 그 둘 다로 책망하는 것이 된다. 진실로 오직 그리스도의 법만을 지키는 것이 우리의 지혜요 본분이요 특권이다(시 2:6,9,10,12). 또한 사람들의 양심의 자유를 소중히 여기는 것이 위정자의 본분이니(전 8:8) — 이것은 모든 양심 있는 자들에게 가장 민감한 것이요 그들에게 가장 소중한 것이며, 이것이 없이는 다른 모든 자유가 거론될 가치도 없고 누릴 가치는 더더욱 없다 — 또한 그들 아래 있는 모든 자를 모든 부당함과 해악과 압제와 괴롭힘에서 보호하는 것이 그들의 본분이다. 그러므로 그들의 영예와 안위를 위한 것, 또 우리가 사는 공동체의 안녕을 위한 것은 무엇이든 우리가 부족함이 없어야 하는 것이 우리의 본분이다. 이것이 우리가 행하여야 할 본분이며, 우리는 이것이 우리의 명백한 본분이라고 믿는다. 특별히 종교의 문제에서는, 무엇이든 믿음을 따라 하지 아니하는 것은 죄임을 알기에, 우리가 행하는 바의 합법성을 우리 마음에 충분히 확신하는 것이 우리의 본분이다. 우리가 우리의 지각과 양심에 어긋나는 어떤 일도 할 수 없는 것같이, 우리의 지각과 양심이 우리에게 행하라고 매는 그 일을 행하기를 그칠 수도 없다. 만일 위정자가 우리에게 달리 행하기를 요구하면, 우리는 옛 성도들이 행한 대로(약 5:4) 우리 자신을 수동적인 방식으로 그들의 권세에 내어 맡겨야 한다. 그리고 주 예수 그리스도의 진리를 (비록 가장 작은 일점일획을 위함일지라도) 증언하다가 자기 생명을 잃는 자는 세 배나 복될 것이다(벧전 5장; 갈 5장).

A civil magistracy is an ordinance of God, set up by Him for the punishment of evil doers, and for the praise of them that do well; and that in all lawful things, commanded by them, subjection ought to be given by us in the Lord, not only for wrath, but for conscience sake; and that we are to make supplications and prayers for kings, and all that are in authority, that under them we may live a quiet and peaceable life, in all godliness and honesty.
Note: The supreme magistracy of this kingdom we acknowledge to be the king and parliament (now established) freely chosen by the kingdom, and that we are to maintain and defend all civil laws and civil officers made by them, which are for the good of the commonwealth. And we acknowledge with thankfulness, that God hath made this present king and parliament honorable in throwing down the prelatical hierarchy, because of their tyranny and oppression over us, under which this kingdom long groaned, for which we are ever engaged to bless God, and honor them for the same. And concerning the worship of God; there is but one lawgiver, which is able to save and destroy, James 4:12; which is Jesus Christ, who hath given laws and rules sufficient in His word for His worship; and for any to make more, were to charge Christ with want of wisdom, or faithfulness, or both, in not making laws enough, or not good enough for His house: Surely it is our wisdom, duty, and privilege, to observe Christ's laws only, Ps 2:6,9,10,12. So it is the magistrates duty to tender the liberty of mens' consciences, Eccles. 8:8 (which is the tenderest thing unto all conscientious men, and most dear unto them, and without which all other liberties will not be worth the naming, much less enjoying) and to protect all under them from all wrong, injury, oppression and molestation; so it is our duty not to be wanting in nothing which is for their honor and comfort, and whatsoever is for the wellbeing of the commonwealth wherein we live; it is our duty to do, and we believe it to be our express duty, especially in matters of religion, to be fully persuaded in our minds of the lawfulness of what we do, as knowing whatsoever is not of faith is sin. And as we cannot do anything contrary to our understandings and consciences, so neither can we forebear the doing of that which our understandings and consciences bind us to do. And if the magistrate should require us to do otherwise, we are to yield our persons in a passive way to their power, as the saints of old have done, James 5:4. And thrice happy shall he be, that shall lose his life for witnessing (though but for the least tittle) of the truth of the Lord Jesus Christ, 1 Pet. 5; Gal. 5.
